The Sands

A billion-dollar town centre, creating hundreds of jobs.

The Sands is Pāpāmoa East’s soon-to-be new town centre, a mixed development featuring an aquatic centre, retirement village, food precinct and major retail chains. All totalled, The Sands comprises 232,000 square-metres of consented space, four times the size of Bay of Plenty’s largest shopping centre, Bayfair.

Given its scale, The Sands will contribute massively to construction jobs in the area, a project expected to last at least a decade.

HEB Construction and Bay Civil have been brought in to perform the mammoth amount of civil works required to complete this project, with Livingstone Building contracted to carry out construction work.

Our work

• Earthworks to establish the platforms for stage 1A civil works.
• Drainage services for the car parks and two main arterial roads: The Boulevard and Stevenson Drive.
• Pavement construction for the same.
• Installation of wastewater pump station and storage tanks.

Sustainable Outcomes

• Huge contribution to local jobs – expected to last a decade.
• Growing our people by appointing three apprentices and a Graduate Engineer.
